Infrastucture and service agility require the right tools, and one important tool is operations support system, which allows CSPs to reduce time-to-market and lower the cost of new service creation and deployment, operating in a hybrid infrastructure (traditional and virtualized) during CSP’s business transformation. The focus on this paper is on quantifying the impact of being agile. The paper first provides the definition of agility and then quantifies the time-to-market, service creation and revenue generation advantages of being able to create new services quicker and taking them to market faster. Robert Haim of ACG has determined that there is a 77% savings in labor cost, 13% differential in revenue generation per service launched based on a faster time-to-market advantage and a 47% increase in revenue level based on increased number of services that can be launched.</div>

Traditionally, average revenue per user has been one of the key metrics used to measure service providers’ financial performance. Increased competition has been putting downward pressure on ARPU, resulting in declining earnings before interest, taxes, depreciation and amortization. In parallel, the volume of data traffic transmitted over wireless networks is increasing exponentially. Global mobile data traffic grew 74 percent in 2015, reaching 3.7 Exabytes per month at the end of 2015, up from 2.1 Exabytes per month at the end of 2014 . This is driven not only by the increase of new mobile applications, but also by the sheer number of connected devices. Smartphone subscriptions passed the billion mark in 2012; the four billion mark is expected to be reached by 2016. There will be more than 20 billion mobile-connected devices by 2020, including machine to machine modules, which will exceed the projected global population of 7.8 billion.</div>

Current cellular networks may not have the capacity to meet this demand and the further expansion of coverage and densification will only add additional capital expense and operation expense without improving ARPU. To improve financial results, SPs must focus on the average profit per user and look for ways to reduce operating costs while providing additional network coverage.</div>

ACG Research conducted a business study of different technology penetrations on SPs’ networks. The scenario integrated untrusted Wi-Fi, trusted Wi-Fi, and small cell into the cellular network, which includes 2G, 3G and VoLTE voice traffic. The scenario compares different penetrations to identify the optimum plan that will optimize SPs’ APPU. The study found that this is only possible by increasing the amount of trusted Wi-Fi traffic and VoWi-Fi penetration, resulting in higher EBITDA margins and APPU, up to 9 percent, saving $3.83 billion for a 35.5 percent monthly increase of APPU over five years.</div>

At the March 2016 OFC conference, <a href="https://www.inphi.com/">Inphi</a> announced its delivery of a 100G, QSFP28, PAM-4, pluggable transceiver with 80km reach. PAM technology has been utilized for 100G transmissions (Inphi is a specialist in this area) before but at much shorter distances. Pulse-amplitude modulation (PAM) is an analog transmission scheme similar to NRZ but with multi-level signaling, with PAM-4 utilizing four levels to signal one of four possible symbols (2 bits per symbol). During the announcement, Microsoft also publicly announced that it will begin sourcing the pluggable PAM-4 technology from Inphi for interconnection of its regional, metro-distributed data centers, which by definition are within 70km of each other. Coherent technology will continue to be used elsewhere. The metro-distributed data center deployment model builds and interconnects a number of smaller data centers within a metropolitan area instead of deploying a single hyperscale data center in the region. Microsoft also divulged that it was their intention to turn up all 40, 100G wavelengths at one time (4Tb/s with each carrier occupying 100GHz channel spacing) on a fiber pair, utilizing all available colors in the fixed-wavelength portfolio. </div>

Some at the conference reacted to the Inphi/<a href="https://www.microsoft.com/en-us/">Microsoft</a> announcement by declaring the obsolescence of existing optical DCI/coherent DWDM solutions. Although the Inphi/Microsoft announcement is exciting news, ACG thinks the PAM-4 technology is far more complementary to existing coherent DWDM solutions than competitive for multiple reasons. </div>

<b>Reach.</b> The PAM-4 solution covers a portion of the optical reach needed to interconnect data centers. Below 10km, IEEE 802.3ba 100G pluggable optics are readily available with 100GBASE-LR4 supporting 10km reach in a QSFP28 package for cost-effective point-to-point connectivity. The 100GBASE-ER4 specification for 40km reach has been more challenging for optics suppliers to deliver and remains either in larger packages (example, CFP, CFP2) or in nonstandard formats, meaning non-interoperable across vendors. So where does the PAM-4 technology fit? In general, its initial fit appears to be in the <40km range as an alternative to existing, suboptimal pluggable solutions. We believe there is limited overlap with coherent DWDM solutions in this range. The solution also plays in the 40–80km range as an alternative to optical DCI/coherent DWDM solutions for some deployment scenarios. </div>

So, based solely upon reach, a logical question is how much of the optical DCI/coherent DWDM market is covered by 40–80km? ACG Research recently completed a worldwide survey of data center service providers, including network service providers, cloud service providers, Internet content providers and Internet eXchange providers. This research will be available in a published report later this month (April). One of the questions we asked the service providers was the proportion of optical reach needed to cover their data center interconnections today and in 2019. What we found is that service providers on average believe that 30–80km optical reach is needed for approximately 30% of their data center interconnections. The results indicate a modest increase between today and 2019. Based upon this preliminary research, we have a sense of the addressable optical DCI market for this technology. However, we also believe that service providers will consider at least three other factors in making their DCI deployment decisions.</div>

<b>Operations. </b>Every data center deployment is not like Microsoft’s plan for metro-distributed data centers, which is to turn up all 4Tb/s of connectivity in a point-to-point fashion on day one of data center activation. By deploying all 40 wavelengths at once, Microsoft could reduce the incremental cost per wavelength of deploying dispersion compensation on the fiber, which is required for PAM but not for coherent DWDM solutions. Dispersion compensation costs include both the capital equipment as well as the operational costs associated with installing and tuning the compensators. Microsoft also avoids the operational complexity of deploying fixed wavelength pluggable optics incrementally, where inventory and on-site resources are required every time a change or a wavelength addition is needed. </div>

Other service providers that have existing metro optical networks may not want to deploy in this manner. They may not want the added complexity of dealing with dispersion compensation for PAM deployments. Some may want to utilize existing metro optical infrastructure and/or deploy in a mesh architecture. Still other service providers may not have the same visibility as Microsoft with regard to their data center connectivity needs. They may need to be more agile and utilize a pay-as-you-go/pay-as-you-grow deployment model where they add interconnection capacity over time and in alignment with their data center compute/storage capacity and revenue generation. An incremental deployment model is just more operationally complex with fixed-wavelength pluggable optics. </div>

<b>Fiber Scarcity. </b>When fiber is scarce or expensive, fiber optic transmission efficiency (bits per Hz) increases in importance. The PAM-4 solution delivers an efficiency ratio of 1 with 100Gb/s transmission occupying 100GHz channel spacing. 16-QAM coherent DWDM modulation offers 200Gb/s in 50GHz channels or an efficiency ratio of 4. Recent flexible grid implementations have an even greater efficiency ratio approaching 7. If more than 4Tb/s of connectivity is needed and incremental fiber is scarce or expensive, service providers may need to utilize the more efficient coherent DWDM system to squeeze more bandwidth through their limited fiber resources.</div>

<b>Programmability. </b>Fixed-wavelength pluggable optics do not advance the broader drive toward a programmable, agile, SDN enabled optical underlay. SDN and NFV are changing all aspects of the ICT industry, including optical solutions. The forecast period runs through 2020. The worldwide Optical infrastructure market is predicted to grow from $13.2 billion in 2015 to $17.8 billion by 2020. Purchases of Optical DCI equipment are expected to grow from $1.03 billion in 2015 to $4.3 billion in 2020. ACG Research predicts growth in all geographic regions including EMEA where total optical networking revenues have been flat to down over the past several years. </div>

For the year, Metro optical produced 5.2% growth while Long Haul delivered 7.9% for a combined High Speed Optical (HSO) annual growth of 6.4%. When combined with the 14.3% decline in legacy optical infrastructure spending, total optical infrastructure managed positive 1.2% growth in 2015 to finish at $13.3B. Cisco has very high operating margins because of sales, solid gross margin, improved productivity and expense discipline; operating income increased 22.4% y-y. Additionally, carriers realize cost savings as they do not have to buy, in some cases, additional hardware or vendor-specific hardware.</div>

The scenario compares Router 8801 to a leading second best alternative offering. The study found Router 8801 return on investment (ROI) levels of 299% for a single stack (IPv4 or IPv6 addresses) and 335% in a dual-stack (IPv4 and IPv6 addressing) mode over seven years. Total cost of ownership savings levels of 65% (single stack) and 66% (dual stack) were found during the same period.</div>

Today, congestion plagues low-frequency below 6GHz spectrum bands, which, consequently, not only makes it very difficult to add more capacity but also limits the number of antennas used (no more than two or three antennas).</div>

The landscape, however, is much different in the high-frequency bands, usually known as the millimeter wave (mmW). The channels are much wider, reaching even 250MHz and multiples thereof in some bands (such as E-band), providing the needed capacity for 5G access and backhauling. In general, the mmW can request a wide availability of spectrum, which is a prerequisite for both access and backhaul. More antennas can be used (ranging from 4, 16 or even 32), resulting into beamforming that as it advances to shorter wavelengths allows for smaller antennas (including arrays needed for beamforming and beamsteering). Antenna directivity is much better in high frequencies, allowing a high spectral reuse factor. High-frequency radios can widely be used today and demand will continue to grow, especially for E-Band (80GHz) in dense areas where high capacity is needed. ACG anticipates that the momentum for E-Band will continue and will be preferred for new 5G (by 2020 or earlier) deployments technologies. (One in five links could be E-band in 2020.)</div>

Regulation is the main enabler for high-frequency solutions adoption because by applying different licensing models it could encourage better use of spectrum, weighing in factors such as frequency bands, geographic region, and local microwave hop density. <a href="http://www.ericsson.com/thecompany/our_publications/ericsson_technology_review/archive/microwave-backhaul-gets-a-boost-with-multiband">Ericsson</a> recently described the multiband booster method, which could maximize spectrum efficiency, add new technologies that can exploit unused spectrum, and upgrade the capacity of microwave backhaul networks up to tenfold. This is a great option that has been used for years from other leading vendors as well but in most cases is still restricted by regulation.</div>

Introducing and allowing wider channels in less deployed areas would further encourage the use of multiband solutions. Leo Macciotta, Huawei’s Senior Marketing Manager, highlights that “the challenges in capacity and latency requirements posed by LTE-A and in the future 5G make this kind of equipment the best and most cost-efficient choice for a future-proof deployment. Continuous investments in component, system and antenna technology provide a clear and dependable road map of improvement in performance such that we are confident that E-band will become one of the key building blocks of the future front- and back-haul networks for 5G and beyond.”</div>

For access, most vendors could offer <a href="http://exelixisnet.com/?entry_id=3031">high modulation</a>, wider channels, and multiple antennas (MIMO). The capacity offer varies between 2 and 4 Gbps full duplex, although some vendors are testing solutions in the lab that could go up to 10 Gbps in a range of a few kilometers. The MIMO types used today in most cases are 2x2 and 4x4 but could increase much higher along the 5G spec. This is not the case for backhaul; although the MIMO feature is offered, there is no real demand yet, but that might change beyond 2020.</div>

E-band has recently come into mainstream use for mobile backhaul, allowing capacities of up to 10 Gbps over link lengths up to several km (even more than 10 km when bundled with lower frequency bearers) and is currently shipping in volume. Regarding backhauling, Yigal Leiba, co-founder and CTO of Siklu, mentioned that “a capacity of 2 Gbps could be enough today and possibly for the next 2 years for Mobile Operators and specifically for network aggregation layers and major Macro Base Stations backhauling, while 1Gbps street level backhaul could serve effectively Small Cells.” Looking to the future, the industry shares a vision of using frequencies above 100 GHz, as they will enable capacities in the 40 Gbps range over hop distances of about a kilometer but mostly for access. Regarding 5G and backhaul, there is already pressure, and leading vendors and major Tier 1 operators are worried that backhaul requirements may not be kept in the right considerations.</div>

Tying the whole industry ecosystem together is the <a href="https://portal.etsi.org/tb.aspx?tbid=833&SubTB=833">ETSI mWT (Millimetre Wave Transport) ISG</a>, a common forum for component, subsystem and system manufacturers, telecommunications operators, and regulator. The forum promotes understanding and acceptance of mmW worldwide. With endorsements from such respected groups the future of these technologies looks promising.</div>

2015 was the year that premium OTT video delivery graduated from peripheral to core business. Market leaders released products such as Sling TV from Dish, which delivered without the aid of a set-top box. Verizon added Go90, and; Comcast added Stream TV Smart devices got smarter and more impressive. Apple TV got a well-deserved update; Fire TV became even better; and Roku was embedded in consumer TVs. With these developments we turn to the question of momentum. Is this the start of unprecedented TV experience?</div>

Let’s look at what I predict will happen in 2016:<br />

<b>Broadband Is the “New Black”</b><br />
<div style="text-align: justify;">
Broadband home service is a strong alternative to video and a bright spot for pay TV providers and can create tremendous opportunity for another revenue stream by offering cable-plus broadband services. Broadband home growth driven by OTT gains is helping to offset the higher programming costs and the decline in video revenue caused by cord-cutting. Large and even small operators may likely go back to basics, making broadband more of their future focus. To weather the rapidly transforming nature of traditional media consumption, cable companies appear to be beating the no-pay TV trend by focusing more on Internet services and creating a robust broadband ecosystem to emphasize more of data delivery instead of video while broadening broadband pricing as the demand grows.</div>

<b>Super-Sized and Connected TV Will See Growth</b><br />
<div style="text-align: justify;">
Smart and connected TV video-streaming devices are continuing to lure audiences back into the living room, and with the rise in OTT and streaming, the industry is looking ahead to a new and more immersive reality. Viewers on the go are watching more video on their pocket gadgets, but the average minutes per phone device per month is far less than the average for connected TV devices. Companies will be working for an improved search and discovery functionality for a better user experience and utilizing cloud to make it easier for operators. Ten percent of Americans stream video to a connected TV every day, and we expect streaming media homes will likely overtake pay TV homes in 2016.</div>

<b>Premium Content: a Visual Delight</b><br />
<div style="text-align: justify;">
To improve consumers’ experiences we will see operators increase bitrates range his year. Until now, nothing much has happened at the very top of the pyramid; streams of 5 Mbps or more aren’t growing very rapidly, although we are seeing a shift towards the 2–5 Mbps range. The lower end will continue to be there because video continues to be watched on smaller screens connected to cellular networks, but the same range would be unacceptable on a big screen TV. </div>

<b>Premium Content Will Have Reliable Delivery</b><br />
<div style="text-align: justify;">
One of the challenges for any business operating on the Internet is management. Moving data of any kind, especially video, from the point of origin to the point of consumption is an intricate and tricky business. Some services try to go at it alone; others contract with content delivery networks (CDNs) to get the job done, which results in a markedly superior viewing experience. 2016 will be the year that premium streaming video providers phase out legacy in-house delivery networks and commit to CDNs. </div>

<b>Conclusion or the Start of 2016</b><br />
<div style="text-align: justify;">
OTT is rapidly gaining acceptance and is a fait accompli by broadcasters and pay TV operators. If 2015 was the year that OTT stepped into the spotlight, 2016 will be the year of its maturation. Much of what is being forecasted for 2016 are trends that started to develop in 2015. Skinny bundle offerings, which were new last year, will be judged for the service they provide rather than their uniqueness. And as audiences are not driven by appointment viewing and won’t accept subpar viewing experiences anymore, they will be drawn to providers that can provide quality content. Companies will remain strategically focused on the best possible combination of factors where audiences, data, content and technology meet to deliver a good or even exceptional viewing experience.<br />
